Governor Edward G. Rendell honored the United States Colored Troops of the Civil War and their descendants on Saturday, Nov. 6, on the front steps of the Capitol on Third Street in Harrisburg. His tribute followed the conclusion of the Pennsylvania Grand Review Parade. The parade commemorates a November 1865 event of the same name organized by the women of Harrisburg to honor African-American troops from 25 states who were not permitted to march with other troops in Washington, D.C., after the war ended.
